The beggar (the old woman) is using a classical tactic: begging in front of a food store (here is a pretzels store), so people feel ashamed and give her something. The younger woman is a business outfit, instead of money (“to buy some food”) get herself a pretzel and give it to the beggar. Just to be sure is not misused.
